AI

Given that Artificial Intelligence (AI) has profoundly impacted products and services across global industries, many countries regard AI as a strategic priority. Taiwan possesses outstanding academic and research institutions and talent, a world-class semiconductor supply chain, a comprehensive ICT hardware and software industry ecosystem, and extensive experience in cross-industry integration and application. These advantages provide Taiwan with inherent strengths in AI development, marked by high innovation capacity and flexible customization capabilities.

To respond to the rapid global evolution of AI technology, the Executive Yuan has undertaken sustained strategic planning for AI development, having launched the various Ai policies since 2018 and introduced "Taiwan AI Action Plan 2.0" in 2023, with the vision to "drive industrial transformation and upgrading through AI, enhance social welfare through AI, and establish Taiwan as a global AI powerhouse." The plan has built around five strategic pillars: talent optimization and expansion, technology cultivation and industrial development, comprehensive operational environment, enhanced international influence, and addressing humanities and social issues.

In November 2023, the Executive Yuan launched the "Chip-Driven Taiwan Industrial Innovation Initiative," leveraging Taiwan's world-leading advantages in semiconductor chip manufacturing and packaging/testing, combined with AI key technologies to develop innovative applications. Working in conjunction with Taiwan AI Action Plan 2.0, this initiative integrates AI across all industries, including generative AI-related chips and computing power, strategically positioning Taiwan's future technology industry and driving industrial innovation breakthroughs.

In 2025, the Executive Yuan has launched the “10 new AI infrastructure initiatives”, aiming to develop Taiwan's AI industry and infrastructure. The initiative focuses on three core technological areas: silicon photonics, quantum technology, and AI robotics.

In addition, it covers other key aspects, including:

• Sovereign AI: strengthening independent AI technology development and data security.

• Computing infrastructure: building high-performance computing platforms to support AI applications.

• Balanced regional development: promoting equitable distribution of AI resources and infrastructure across Taiwan.

• Cross-industry AI applications: driving deep AI integration into transportation, smart cities, manufacturing, finance, and other sectors.

Beyond government budgets, the program will also be supported by venture capital investment, talent cultivation, employment opportunities, and research resources. The goal is to build a “smart technology island”, enhance Taiwan's position as a global hub for AI innovation, and accelerate industrial upgrading and digital transformation.

Building on the foundation established through the AI policies, the National Science and Technology Council (NSTC) will align future efforts with the “10 new AI infrastructure initiatives.” Through three major strategies strengthening AI research, actively developing the AI industry, and ensuring that all citizens can “afford it, access it, and trust it” the government will promote inter-ministerial collaboration to advance and popularize AI technologies. These efforts aim to accelerate AI adoption across industries and realize the vision of a “balanced Taiwan,” “resilient Taiwan,” and “healthy Taiwan,” positioning the nation as a key global partner in AI development.
