Cyber Security
Since there is a wide application of information and communication services, cybersecurity plays a key role in Taiwan's major scientific and technological innovation policies, information security and national security, and even various application levels of social and economic activities. In response to international trends and new types of cybersecurity attacks and threats, and to extend our cybersecurity protection energy and advantages on the existing defense basis, Taiwan will gradually achieve the phase goals of "establishing a safe cybersecurity environment, completing cybersecurity protection management, sharing diverse cybersecurity intelligence, expanding cybersecurity talents cultivation, and strengthening international cybersecurity communications", and effectively improve the completeness of Taiwan's cybersecurity.
Hence, in 2020, the government proposed the "Program for Promoting Six Core Strategic Industries", such as "Outstanding Cybersecurity Industry". It would develop 5G, semiconductor, and other protection technologies, and develop 5 AIoT and medical and other domain solutions. It would also establish a cybersecurity organization for offensive, defensive and transnational collaborations, with the expectation to strengthen protection in emerging domains and create high-level actual combat areas. With the vision of "Building Taiwan as a safe and resilient smart country", Taiwan has further proposed the "National Cyber Security Program of Taiwan (2021-2024)" in 2021. It is coupled with three major policy objectives, including "Become the cybersecurity research and training hub in the Asia-Pacific region", "Construct a proactively defending infrastructure network", and "Establish public-private partnership to create environmental safety of cybersecurity ". The Program is the reference guide for promoting our cybersecurity protection strategy and plan. The Program has four promotional strategies:
1. Attract high-level talents all over the world; cultivate independent power of research and innovation.
2. Promote public-private partnership and collaborative governance; enhance the resilience of critical infrastructure.
3. Make good use of smart and forward-looking technology; proactive defense against potential threats.
4. Complete an intelligent and secure society; boost non-governmental protection energy.
With the continuous promotion of cybersecurity policies, Taiwan expects to cultivate outstanding cybersecurity talents, strengthen critical infrastructure protection measures, use forward-looking cybersecurity technology to proactively prevent threats and block them at the source, and use public-private collaboration to popularize cybersecurity awareness and empower private enterprises to jointly build a safe, resilient, and smart country.
