Cyber Security

In light of the increasingly widespread application of information and communication services, cybersecurity plays a key role in Taiwan's major scientific and technological innovation policies, as well as in information security and national security, and various aspects of social and economic activities. In response to international trends and emerging types of cyberattacks and threats, the government continues to strengthen Taiwan's cybersecurity capabilities based on the existing defense foundation.

The country aims to progressively achieve the phase goals of "establishing a secure cybersecurity environment, enhancing cybersecurity management, sharing diverse cybersecurity intelligence, expanding the cultivation of cybersecurity talent, and strengthening international cooperation", thereby effectively improving Taiwan's cybersecurity resilience and overall readiness.

To this end, in 2020, the government launched the "Six Core Strategic Industries Promotion Program," which includes the "Cybersecurity Industry Advancement Initiative. "

The initiative focuses on developing cybersecurity protection technologies for 5G, semiconductors, and other key technologies, as well as solutions in AIoT, smart healthcare, and other emerging domains. It also promotes the establishment of a cybersecurity testing and simulation platform and international cooperation mechanisms, with the aim of strengthening cybersecurity in emerging sectors and creating advanced real-world simulation environments.

In 2021, the government further introduced the “National Cybersecurity Program of Taiwan (2021–2024)”, with the vision of“ building a secure and resilient smart nation.” This program is guided by three strategic objectives:

1. Becoming a cybersecurity research and training hub in the Asia-Pacific region;

2. Constructing a proactively defensive infrastructure network; and

3. Establishing a cybersecurity environment through public-private partnerships.

These objectives serve as the foundation for Taiwan's cybersecurity strategy and implementation. The Program outlines four major promotion strategies:

1. Attract global top-tier talents and cultivate independent R&D capabilities.

2. Promote public-private collaborative governance and enhance the resilience of critical infrastructure.

3. Leverage advanced and emerging technologies to proactively counter potential threats.

4. Build a secure and intelligent connected society and enhance cybersecurity capabilities in the private sector

Furthermore, in alignment with the national vision to become a “trusted global leader in cybersecurity and secure technologies,” the government is reinforcing R&D and applications of security technologies to support the development of reliable, self-sufficient solutions by domestic industries.

Taiwan is also proactively identifying emerging cybersecurity trends, guiding relevant ministries to propose technology development programs in security-related fields, and enhancing inter-ministerial resource integration and policy coherence, thereby strengthening Taiwan's s competitiveness in cybersecurity technology.

Through the continued implementation of cybersecurity policies, the government will cultivate outstanding cybersecurity professionals, reinforce the protection of critical infrastructure, adopt advanced cybersecurity technologies to proactively prevent and trace threats, and enhance cybersecurity awareness and capabilities among private enterprises through public-private cooperation. Together, these efforts aim to build a secure, trustworthy, and resilient smart nation.
